Ron Passmore is a current resident of the Commonwealth of Virginia living in the suburbs of Richmond.
Ron received his Associate in Applied Science Degree for Emergency Medical Technology from Southwest Virginia Community College at the Crossroads Institute Campus in Galax Virginia. Ron completed a Surgical Technology Health Occupations Program in 1985, while in high school; followed by graduating from Paramedic School at Polk Community College in Winter Haven Florida on December 1987.
Ron has maintained a dual practice in both the Operating Room as a Surgical Technologist and a practicing Paramedic since the mid 1980’s. His prior experience includes Memorial Medical Center in Savannah, Georgia, Central Florida Regional Medical Center in Sanford, FL, Orlando Regional Medical Center, Princeton Hospital, Winter Park Hospital and Health Central, all in Orlando, FL.
Ron relocated to Galax Virginia in 1998 and his work included Pulaski Hospital and Twin County Regional Hospital in addition to serving as the Chief of EMS for Galax-Grayson Emergency Medical Services serving the City of Galax and Grayson County Virginia from 2008 through 2018. During his time in southwest Virginia, Ron also served as Faculty with the Southwest Virginia Community College – Paramedic Program.
In 2018 Ron joined the Virginia Department of Health in the Office of Emergency Medical Services and relocated to the Richmond area; where he continues to serve as the Director for the Regulation and Compliance Enforcement Division overseeing >36,000 EMS providers, >5000 EMS vehicles, watercraft, and aircraft, and 600 EMS agencies across the Commonwealth of Virginia.
Since moving to Richmond Ron has maintained his Surgical Technology practice as well by joining the Surgical Trauma Team in the Main Operating Room at VCU Health, the Level I Trauma Center serving the Richmond metro area. In addition, Ron has joined the Faculty of Virginia Commonwealth University as a Paramedic Instructor.

Roy L. Bond serves as Senior Director of Operations for Workforce and Advancement at Dallas College. Over his 20+-year career there, he has served as Executive Dean of Workforce, Corporate & Continuing Education; Dean of Technology Enhanced Learning; Dean of Adjunct Faculty Teaching and Learning; Dean of National Programs; Associate Dean of Organizational & Staff Development; and Director of the Center for Tutoring and Learning Connections. He has taught courses in Freshman Rhetoric, Advanced Composition, Literary Analysis, English as a Second Language, and Developmental Writing at three different colleges. He holds a Bachelor of Arts from the University of Texas at Dallas and a Master of Arts from Our Lady of the Lake University. Roy’s previous workforce experience includes automotive repair, welding, printing, and glassblowing. He also served as an electronics technician in the United States Marine Corps. Roy served as Examiner and Member of the Board of Governors for the Quality Texas Foundation, Board Chair of the Mesquite Chamber of Commerce, and President of the Dallas College Administrator Council. He has presented at several local, state, and national conferences and received leadership awards from Dallas College, the Quality Texas Foundation, and the Mesquite Chamber of Commerce. Roy lives in Fate, Texas with his wife and their four children.

Darlene Foret has over 32 years of experience in private, postsecondary education holding various positions in operations, regulatory compliance, and academic services. She is a native of Louisiana but has called Florida home for over 40 years. Darlene earned her Master of Science degree in Administration from Central Michigan University and a Bachelor of Science degree in Marketing from Jacksonville University.
Darlene currently serves as VP of Compliance for a privately held group of colleges in California. She previously served as Chief Compliance Officer, VP of Operations, VP of Education, VP of Accreditation & Licensure and Adjunct Faculty Member. She also volunteers her time serving as a Leader/Chair for accreditation visits and also supporting services and resources for individuals who seek a college education but do not have a high school diploma.

Sarah Glennon is a currently resident of Connecticut. She received her Associate of Science degree for Medical Laboratory Technician from Manchester Community College, Manchester, Connecticut. She obtained her Bachelor in Science degree from Bridgewater State College in Bridgewater, Massachusetts, and her Master of Arts degree in Teaching from the Sacred Heart University in Fairfield, Connecticut.
Prior experience includes working as a Medical Laboratory Scientist for International Clinical Laboratories, Smith Kline Laboratory, Roche Biomedical Laboratory, and the William W. Backus Hospital where she also performed Phlebotomy duties for over ten years. Mrs. Glennon has been an instructor for the Department of Biological Sciences at Manchester Community College, as well as for Phlebotomy and Medical Assisting programs at Huntington Institute, Goodwin College, and the Quinebaug Valley Community College. She was a consultant for curriculum for the Phlebotomy program at Three Rivers Community College. From 2004 through 2016 Mrs. Glennon was the Phlebotomy Manager at the Lawrence + Memorial Hospital in New London, Connecticut. Currently, she is the Supervisor of Outreach Clinical Services at Trinity Health of New England’s Collaborative Laboratory Services in Hartford, Connecticut.
She is certified as a Medical Laboratory Technician and a Microbiology Technologist through the American Society of Clinical Pathologists (ASCP).

Diane Dick comes to the NCCT Board of Testing with a strong background in nursing and healthcare education. After her first career as a legal secretary, she entered nursing school and earned her Licensed Practical Nurse credential from the Michigan Board of Nursing.
Diane’s professional experience has included Charge Nurse positions with the Saint John Bon Secour Community (Detroit, MI), the Autumn Woods Residential Health Care Facility (Warren, MI), and Shorepointe Nursing Care (Saint Clair Shores, MI). Since 2007, she has been employed by Dorsey Schools as a Clinical Instructor. Her lecture and lab instructional assignments have included electrocardiography, phlebotomy, medical and surgical asepsis, patient health history, vital signs, anatomy, physiology, first aid, Basic Life Support, and other coursework related to patient care.

Celeste Skinner has worked in the healthcare field as a medical assistant and limited practice radiology technician for over thirty-five years and has taught healthcare education technologies programs in a career and technical institution for fourteen years. She brings with her a passion and commitment to ethical, compassionate, and skilled care of all patients she works with and strives to instill these qualities in her students as they become the healthcare professionals of the future. She is a strong proponent for certificate integrity and the professionalism it represents.
Her credentials include a Bachelor of Science degree from Excelsior College in Health Science Education and a Master of Science degree from Western Governors University in Curriculum and Instruction.
She has been a technical reviewer for Elsevier publishing, and is a co-author of an article published in The Journal of Competency Based Education. She co- presented an open forum breakout session with colleagues at the Innovations Conference in Chicago in 2016 on competency-based education. She works with students as a faculty mentor for the SLCC SAT Skills USA chapter in the healthcare technologies area. She has worked with National Center for Competency Testing in various committee meetings to ensure valid and reliable certification testing of medical assistants pursuing the NCMA credential.

Beatrice Avila has over 25 years in the healthcare field and is an advocate for certification. Her experience, degrees and certifications are based in health information, coding, billing, insurance, paper and electronic health records, front medical office, release of information, compliance, auditing, and HIPAA. She is credentialed as an RHIA, Registered Health Information Administrator and a CCSP, Certified Coding Specialist Physician Based with AHIMA.
Beatrice obtained her Masters of Education from Concordia University and is an alumni of Texas State University where she holds her Bachelors in Health Information Management. She obtained her Associates in Health Information Technology and Coding Certificate from St. Philips College. She is a textbook reviewer for healthcare and educational publishers and serves as a subject matter expert in coding and billing.
She served as Manager for Coding & Reimbursement for UT Medicine (the largest group of specialists in South and Central Texas). She currently is an educator and practicum coordinator for Alamo Colleges for the department of Healthcare Administration, including Medical Billing & Coding. Beatrice enjoys serving and volunteering on several local, state, and national committees. She lives her motto: “Giving back to the profession and the community.”
